Decision of the IBU Anti-Doping Hearing Panel

The IBU Hearing panel announced its decision today to suspend the Ukrainian athlete Oksana Khvostenko for 1 year, commencing on March 13th 2011.

The IBU established proof that the athlete used a stimulant (ephedrine) at the IBU World Championships Biathlon (WCH) 2011 in Khanty-Mansyisk, where she was tested on March 13th after the women’s relay competition by the IBU as part of the IF´s in- competition-testing-plan.

2018 Olympic Winter Games in Pyeongchang, Korea

During its 123rd IOC session on July 6th the IOC membership awarded the 2018 Olympic Winter Games to Pyeongchang, Korea. The other candidates were Munich, Germany and Annecy, France. The XXIII Olympic Winter Games will be held from February 9-25, 2018. The biathlon competitions are planned to be held in the stadium that also hosted the 2009 IBU World Championships Biathlon. Pyeongchang was awarded the Games in its third attempt.

IBU Secretary General at AIOWF Meeting in Durban, South Africa

IBU Secretary General Nicole Resch participated in a meeting of the Association of the International Olympic Winter Sports Federation AIOWF which took place within the framework of the 123rd IOC session in Durban, South Africa. Ms. Resch serves as an honorary auditor at AIOWF, which cooperates closely with the IOC. The seven federations work together to streamline administrative processes and to further improve the Olympic Winter Games.

Change in IBU Carpool procedures

The IBU Executive Board decided to make a change in the IBU Carpool procedures. Instead of providing vehicles rented by the IBU to the NFs to support transport at the IBU WCs, the IBU will instead, as of the coming season, be paying out the following financial mobility contributions:

-          Payment to all NFs that were qualified for the 2010/11 activity bonus (WC NC total score: top 30 men/top 30 women; in total 33 NFs)

-          European NFs: EUR 5,000 / Overseas NFs: EUR 5,000 + EUR 2,000

-          The payments to the NFs in question should occur prior to the start of the winter season.

IBU Organizers Meeting

The IBU event organizers from  the previous as well as the upcoming season and representatives of the OC for the Olympic Winter Games in Sochi 2014 met with the IBU in Dresden from June 30- July 3. The annual meeting serves as an opportunity for the IBU to inform the organizers about any rule changes and for the individual OCs to exchange experiences. Some of the topics discussed this year were a change in payment of prize money, an analysis of the last season, and a new edition of the Organizers’ Guide. In addition, Dr. Christian Huber, Christophe Sevessand, and Dr. G. Nowak were invited as external speakers and talked about different important topics in event organization.  The next OC meeting is scheduled to take place in Sochi in 2013.

IBU-IOC Development Camp Pyeongchang-Korea

The IBU, in cooperation with IOC, held a Development Camp in Pyeongchang, Korea from June 9-19. Athletes and coaches from Korea, Japan, Taipei and Mongolia participated in this camp, during which IBU Asst. RD WC Borut Nunar served as coach. The IBU-IOC Development Camps help athletes and coaches from IBU member federations to improve the quality of their training and thus help to improve the level of biathlon worldwide. This camp was at the venue used for the 2009 IBU World Championships which provided perfect training conditions to the young athletes.

IBU-IOC Development Camp Snow Farm-New Zealand

The third IBU-IOC Development Camp of the summer was conducted by Ubaldo Prucker at Snow Farm, New Zealand July 19-28. Athletes and coaches from Australia and New Zealand participated in this camp in the Wanaka Mountains. This was a snow camp as it currently is winter in the southern hemisphere allowing the athletes to ski from the hotel to the shooting range. Prucker was full of praise for the advancements the athletes made in shooting and skiing and for the dedication shown by the New Zealand.

IBU-IOC Development Camp Obertilliach, Austria

Another IOC Camp this summer was conducted in Obertilliach, Austria from July 25- August 3rd. The camp, led by former German Junior and IBU Cup Coach Franz Bernreiter was attended by coaches and athletes from Belgium, Hungary, Spain and the Netherlands. The training, which included a mountain run in the area around Obertilliach, was completed as planned due to the good weather conditions. While the group was very diverse with athletes at the age of 15 to 22, including regular IBU Cup starters to relatively inexperienced athletes, they quickly formed bonds and worked well together.

IBU-IOC Development Camp Erzurum, Turkey

Last winter, the 2011 International Student Games-Universiade were held at Kandilli Base, Turkey; from July 30- August 7 the IBU-IOC Development Camp was conducted there with IBU RD IBU Cup Ventzeslav Iliev as coach. The Turkish Ski Federation provided excellent conditions for the athletes and coaches from Greece, Armenia, Georgia, Moldavia and Turkey. They even provided fifteen bikes so the athletes could not only shoot and run, or rollerski, but also mountain bike. In addition, a cultural program in and around Erzurum was conducted with visits to the sports venues for the Universiade. This left a lasting impression on everyone at the camp.

Inspection Visit in Annecy-Le Grand Bornand, FRA

The second inspection visit to an E.ON IBU World Cup venue took place on July 20-22. IBU RD WC Franz Berger and TD Norbert Baier from the IBU Sports Department and IBU Communication Director Peer Lange from the Information Department visited Annecy-Le Grand Bornand, the host of the third E.ON IBU World Cup. They checked the preparations in the areas of sports, logistics and media. The IBU regularly conducts inspection visits in order to keep a constant dialogue with the organizers and to ensure a high level of service for teams, officials, guests and media. The other World Cup organizers will be visited within the coming months.

The Chinese Ski Federation changed its email address to office@chn-biathlon.com. The old address will be switched off after the coming winter.

Czech Republic

Zdenka Vejnarova ended her career at the end of the 2010-11 season.

France

The French Ski Federation wants to establish more connections between the Nordic disciplines of biathlon, cross-country, ski jumping and Nordic combined. For this, Christian Dumont is now in charge of development after being Men’s Head Coach and then Team Leader for Biathlon.

Great Britain

Andre Oszmann was elected as new Chairman of the British Biathlon Union. He is the successor of David Cranston CBE who retired in January after holding the position for over 14 years.

Poland

Poland’s new coaching staff:  Head Coach: Adam Kolodziejczyk, Women’s Team Coach Andrzej Kozinski, Men’s Team Coach Mykola Panitkin.

Sweden

Marco Laaksonen to coach the Swedish women’s national team starting in August

Anna Carin Zidek decided to retire from biathlon.
